Solution:
In the file
/includes/application_top.php

Change: error_reporting(E_ALL ^ E_NOTICE);

To:
error_reporting(E_ALL & ~E_NOTICE & ~E_DEPRECATED);
Deprecated: Assigning the return value of new by reference is deprecated
Just remove all references to "& new" and replace with "new"
